Ms. Margareta Wahlström, the Special Representative of the United Nations Secretary General for Disaster Risk Reduction, delivers a message during the consultative meeting hosted by Senator Legarda, the United Nations Regional Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific. In her remarks, Ms. Wahlström noted that the Climate Change Act of 2009 (R.A. 9729), and the Philippine Disaster Risk Reduction and Management Act of 2010 (R.A. 10121), which the Senator authored and co-authored, respectively, are the best in the world, stressing that both laws highlight the policy shift from a reactionary to a proactive stance in addressing disasters.
