On another front, black propaganda has been clogging the cell phones and the Internet. Among the earliest victims is Sen. Loren Legarda, vice presidential candidate of the Nationalist Peopleâs Coalition and the Nacionalista Party. The spin, being circulated through text messages and the Internet, is that she allegedly had filed a bill or had advocated for a reduction of the salaries and benefits of schoolteachers, government employees and military personnel.
This is far from true. What is true is the fact that Loren had authored and filed Senate Bill No. 1611, entitled âAn Act Upgrading the Minimum Salary Grade Level of Teachers from Salary Grade 10 to 19.â
Records also show that Loren is one of the authors and signers of Senate Resolution No. 26, entitled âJoint Resolution Authorizing the President of the Philippines to modify the position classification system of civilian personnel and the base pay schedule of the military and uniformed personnel in the government, and to implement the same initially effective July 1, 2009, and for other purposes.â
Loren, a public figure since she was a multi-awarded television broadcaster, has championed the causes of the government personnel, civilian or uniformed. In her two terms in the Senate, to both of which she was elected with the highest number of votes, she fought for the improvement of the living standards and economic security of public servants.

Notably, one early victim of adverse publicity via Internet and cellphone texting waged by unknown sources â ostensibly, her political rivals â is Sen. Loren Legarda, now a front-runner in the vice presidential race. The slanderous assault on the NPC-NP candidate â an erstwhile Manila Bulletin columnist â is that she allegedly filed a bill reducing the salaries of government employees, including military and police personnel.
That is, of course, a recycled black propaganda. Exactly the same false information floated around through Internet and media when Loren ran for vice president in 2004, and for senator in 2007 in which election she was No. 1. Obviously, the hoax story was debunked by the electorate in those two elections.
It is best that public should be wary of such sinister schemes from politicians and their spin handlers who spread rumor, gossip, libel to unsuspecting media audience.
The poison message is so ridiculous, as records in the Senate Bills Division show that Loren authored Senate Bill No. 1611, entitled âAn Act Upgrading the Minimum Salary Grade Level of Teachers from Salary Grade 10 to 19.â

Her rabid supporters cried âfoulâ over false claims in text messages and appearing in the Internet that she had advocated the reduction of the salaries and fringe benefits of schoolteachers, other government employees and military personnel.
âThis is a complete perversion of the truth,â said one of her loyal supporters. âIt is a matter of record that she was the author of Senate Bill 1611, entitled âAn Act Upgrading the Minimum Salary Grade Level of Teachers from Salary Grade 10 to 19.â Of course, those who have watched Legarda rise from a multi-awarded television broadcaster to senator know that she has always championed the rights and well-being of the lowly workers, whether in government or the private sector.
âIt hurts to see the senator being hit on causes very dear to her heart,â said one Legarda follower. âOnly last month, while other candidates are holidaying in various resorts, she kept prodding the administration to release the promised Christmas bonuses of government personnel. She expressed concern for the safety of evacuees from the Mayon Volcano in Albay that had threatened to erupt.â

Recently, there were a series of text âblastsâ claiming the vice-presidential contender Loren Legarda was working to cut the wages of public sector employees. The goal of this particular piece of black propaganda is clear: sabotage support for the candidate from among the millions of public sector employees.
This particular piece of underhanded propaganda does not just twists the truth, it turns the truth on its head.
An astute politician, Legarda had always been fully aware of the electoral clout of public sector employees. Last year, she filed Senate Bill 1611, which is âAn Act Upgrading the Minimum Salary Grade Level of Teachers from Salary Grade 10 to 19.â Being a public school teacher, I will be a beneficiary of this if it ever becomes law because it will force up pay at all grade levels.
Last year, too, Legarda made it a point to sign Senate Resolution 26 which authorized the President of the Republic to modify the position classification system for both civilian and military employees. The effect of that authorization was the slight improvement in public sector pay last year.
The text blast claiming Legarda was working to lower public sector pay was utterly untrue. But that is exactly an illustration of how brazen the black propaganda can be using the cover of anonymity in the borderless space of new communications.
There are more potent ways of harnessing the power of digital technologies for electoral campaign than just mudslinging. But the campaign managers have yet to understand that particular battleground.

Loren opens up on her love life!
Loren seems happy, stress-free and energetic. She does not hesitate to talk about the loves of her life. She discussed her continued effort in helping the community especially the underprivileged. Itâs this capacity to love thatâs her edge over other candidates for vice president. Asked about this, she says, âMy compassion. Ako lang ang babaeng kandidato at iba ang puso ng alagang Loren. So many OFWs who need help and other people asking for financial assistance for medical and educational needs have proven this. Madali akong lapitan.â
Loren says of her goal: âI want to restore pride in our culture, for young people to appreciate more our rich history, arts and culture.â

In the case of Loren, her advocacy for the environment in the light of climate change tells us that the lady knows what the real challenges are. In my meeting with her, I told her environment would not become a gut issue for the greater bulk of people unlike graft and corruption. On the contrary, Loren said it is precisely bacause climate change and global warming are gut issues that she's advocating them. The poor will be most affected.
