SENATOR LOREN LEGARDA TODAY SAID THAT EARLY WARNING SYSTEMS FOR DISASTERS NEED NOT BE HIGH-TECH OR COMPLICATED SINCE SIMPLE ONES, SUCH AS A WHISTLE, COULD PROVE MORE EFFECTIVE.
