May I just extend my congratulations to you for shepherding a climate change friendly budget, which is first in Philippine Budget history.

I am glad that the 2016 National Budget is replete with specific provisions concerning climate change adaptation, mitigation and disaster reduction, as well as resiliency. You have stirred the bureaucracy into affirmative action for addressing the problems of climate change.
